Barangay is where projects of government is implemented, but it also contains the least quantity of available information that serves as a basis for planning and policy implementation. The Barangay Services Management System is a web-based management platform that aims to modernize barangay management from a traditional perspective. This system can reduce the probability of encountering problems such as untimely reports, and time-consuming processes. Its purpose is to improve existing administrative operations, such as document requests, filing complaints, and generating reports. RUP's Iterative model was used in this study. Simple Random Sampling was used to identify respondents and Mixed- Method research design to gather quantitative and qualitative data used to analyze the results of the study. The result shows that the developed system is acceptable in terms of ISO 25010: Software Quality Standard. The results in data gathering of the existing problems in Brgy Sta. Elena Baras are in the records management, document request, and complaint filing. Results showed that documents are prone to error, deterioration and gives tedious process. Record section of the Barangay is the one with highest frequency on slow processing and filing of barangay certificate and blotter reports shown that blotter reports module and certificate request module helped on speeding up the barangay transactions. The researchers concluded that the development of the “Barangay Services Management System with Quick Response Technology” has reduced the probability of encountering problems in the area of record section, complaint filing, releasing of processed certificates and providing an efficient public service.
